I don´t know this tapedeck, all my information was taken from the service manual. The item at the foto looks like some kind of a clutch. The "arched plate" looks like a leaf spring. The different positions of the spring may be for adjustment of the strength of the clutch coupling. In the manual from Elektrotanya there is a detailed description of the clutch, some parts are only on left or right side clutch. For grinding the ends I would take a brush with brass hair. Please do not ask me how to adjust that, I do not work on one motor tapedecks if possible, too many mechanical components.
