Hi! Unfortunately I really don't know much about these Korean metals. White powder could of course be an indicator for TDK.

Note that they state "Made in USA" on the back. It is very well possible that Tandy only bought the C-0 shells from SKM and wound their own tape (made by Tandy Magnetics, Fort Worth, Texas or by Memorex, Santa Clara, California) into them. The storage cases are typical US constructions. This would correspond to the mid-1980s practice by 3M, Memorex and Audio Magnetics Canada, who all bought SKM and/or Saehan shells for a while and loaded them with their own tape.
