Hello,
I am the right owner of the above posted reel-to-reel tape deck. I'm from Romania, and I can barely understand German although I can't get everything you say here. I chose English as a main form of conversation. Also I know French.
Pretty much EinarN said, it's true as the source of information is "me". I adhere that parts values are a little bit weird, Russian style, but there are equivalents. For transistors, KT315B is equivalent to BC107A and so forth. As for the ICs... the vast majority are CMOS CD4011, Russian equivalents.
The real problem are the electrolytic capacitors that need to be changed right away. One should not wait the sound to be altered but change all those capacitors instead.
